From Dream to Desk: Rediscovering a Tapestry of Culture, History, and Governance in Bhopal

Bhumika Shivhare AIF

Greetings, dear readers,

As I begin this written journey, it gives me an immense pleasure to share with you the profound experience that has unfolded in the corridors of Madhya Pradesh, my homeland. As I untangle the threads of my professional expedition, a story starts woven the strings of homecoming (the fulfillment of a long-held dream), with the vibrant tapestry of Bhopal.  The air here expressing the soft whispers of familiar tales, and the land beneath my feet echoes with the footsteps of my past. Returning back to Madhya Pradesh is more than a geographical thrill; it’s an opportunity to reconnect with my cultural roots. Each step is arousing emotions with memories, and each breath is a communion with the soul of home and the people who live here. This may be sounding a little poetic but trust me, these were the exact same emotions when I landed in Bhopal on Oct 11, 2023.

Navigating the path from Dream to Desk

As previously disclosed, working with the Madhya Pradesh government was a long-held dream, and dreams, by nature, are not immune to challenges. I encountered many (the list is quite long) but each served as a rite of passage, molding me into the profession I am today (everything worth at last). The path was paved with obstacles, yet each hurdle became an opportunity for growth & learning.

From vision boards to policy drafts, this desk witnesses the journey of shaping governance in Madhya Pradesh.

In quiet instances of reflection, I find myself tracing the route from ambition to reality (manifestation does work at times). Finally, the aspiration of working with the state took on a tangible shape with the American Indian Foundation (AIF) while being a Banyan Impact Fellow at the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis (AIGGPA). My imaginary world has now become a dynamic reality. Although the work culture of the institute is taking little more time to completely absorb me as it-s part, with the morning motivation for me these days is- every report written, every meeting attended, and every policy analysis & research conducted is contributing to the larger plot of learning public policy. If put into implementation, the impact of these policies will be tangible and will vibrate outside the institute’s boundaries. It’s not just about me being a part of a policy formulation; it’s about learning new approaches, understanding the state’s concerns, analyzing policy challenges, putting forth solutions along with possible alternatives and thinking about welfare that will influence lives of the people in the state. Isn’t it a testament to the power of persistence, the strength of support (gladly received throughout), and the profound impact that dreams can have on the trajectory of one’s life.

Bhopal Chronicles: Discovering History, Culture, and Contemporary Relevance

Now let’s explore the city together! little context- Bhopal, the capital draped with cultural tapestry and many historical plots. Though I was slightly familiar with its streets, this time when I arrived here as a fellow, it was not just a coming back to a city I knew as a kid, but it is more of an exploration of its unknown sides. The city’s magnificent architecture, which combines Hindu and Mughal elements, tells a fascinating story in and of itself.

From the intricate carvings of the Taj-ul-Masajid to the regal aura of Shaukat Mahal (I recently visited), every corner holds a piece of history waiting to be rediscovered. Exploring the city’s busy bazaars turned into an expedition of its economic essence, where tradition meets business in an appealing combination. Bhopal still has its ancient aura (you can feel it in the city) and the fusion of old & new (as seen in traditional markets and modern shopping malls) exemplifies the city’s potential to embrace its rich legacy while adapting new and moving forward gracefully. With their peaceful aesthetics, the Upper Lake offers a soothing touch to the busy city life, resulting in an ideal blend of historical elegance and scenic beauty.

Calm waters whisper the timeless tales of Bhopal’s Upper Lake, where serenity meets scenic beauty in nature’s tranquil embrace.

Beyond its historical and cultural significance, Bhopal resonates with modern relevance. As the capital of Madhya Pradesh, it is more than just a geographical center; it is also a pulsating heart of governance and policy. The presence of administrative headquarters, the legislative assembly, and several other government departments emphasizes the city’s crucial role in molding the trajectory of the state. My rediscovering of Bhopal extends beyond simply exploring its streets and attractions. It is a journey through time, culture, and governance that involves me in the soul of the city. The rhythms and charms of the city illustrate the energy of Madhya Pradesh, making Bhopal more than simply a destination but a real, breathing monument to the delicate move between tradition and advancement.

Governance on Ballots: A Silent Observer in the Democracy Orchestra

In my month-long stay in the city (till now), the final highlight was the State Election, 2023. Madhya Pradesh had political instability during the last election. It felt, this time, that it has different meaning and relevance for the people. After spending the previous few years in the busy streets of Delhi, this unplanned reunion with the election process provided a fresh perspective—this time me being a silent observer in an orchestra of democracy.

The election calendar painted a town in the colors of local politics, with each banner, poster, and slogan expressing the different choices open to voters. Conversations at local stores, debates on street corners, and discussions among colleagues captured the intricate fabric of community participation in the political process. The state election has distinct features that sets it apart from the national storyline. Here, opinions are shaped not just by national narratives but also by local realities.

For me, the celebration of diversity was one of the highlights of the state’s election. The diverse population of the state, with its wide range of Languages (apart from Hindi, Malvi, Nimadi, Bundeli, Bagheli, Avadhi, Gondi, Katlo, Bhili, Nihali and Korku are the some other languages spoken in MP), Tribal tradition (46 recognized tribes and 3 Particularly Vulnerable Tribal Groups live here), and cultural anomalies, appeared to connect well during the democratic process. It served as an example that MP elections are about more than choosing leaders; they’re also about bringing the many strands of the state’s social fabric together.

Unveiling Tomorrow: A Glimpse Beyond the Horizon

As I pen down these reflections from my diary, these observations stand as raw snippets of the melody echoing through the heart of Madhya Pradesh. You might be wondering, did I miss exploring the corridors of AIGGPA, delving into the nuances of governance in Madhya Pradesh, and navigating the path of policies I’m currently immersed in? But wait, I’ve intentionally left this for the upcoming chapters. Consider this as a sneak peek, an introduction setting the stage and keep your excitement up for the upcoming blog. I’ll unravel the intricacies of my fellowship journey, providing a more profound understanding of governance in Madhya Pradesh. The journey is just starting, and your curiosity will be my guide as we navigate together through this unexplored realms of policy, impact, and exploration. Until then, savor the anticipation and let excitement mount. See you in the next blog.
